In an earlier comment to a post by Frank I mentioned that a lot of German universities have funds for author pays models. I now tried to get money from our fund for a paper that will appear in Language. But I had to learn that the DFG finances fees for Open Access journals only. The journal may not be subscription-based and hence Springer’s Open Choice and the model of Language where authors may pay $400 to turn there paper into an OA paper are not supported. (see conditions) So this seems to amount to a support for OA journals with optional APCs.
